Event Description:
Most employers are familiar with some of the benefits of hiring veterans. Veterans are disciplined team players, perform well under pressure, bring leadership skills, have respect for policies and procedures, and integrity.   But there are many other incentives for employers including tax credits, job training reimbursements, and awards from the federal government.   The state of Iowa provides a number of incentives to attract veterans to work in Iowa such as military homeownership grants, tax incentives, and recreational benefits.

Bios:
Jathan Chicoine, Homebase Iowa (Iowa Workforce Development)
Jathan A. Chicoine currently serves as Home Base Iowa Program Manager for State and Strategic Initiatives.   Prior to this position, Jathan served as the Director of the Iowa State University Veterans Center. 
 
Jathan comes from Central Iowa and is a Veteran of the U.S. Navy where he served as a Navy SEAL.  While completing his undergraduate and Master’s degrees at the University of South Dakota, Jathan co-founded the first Veterans Resource Center in South Dakota, a 501 (c) 3 non-profit organization.  In 2008, Jathan was appointed to serve on the U.S. Small Business Administration’s Advisory Committee on Veterans Business Affairs, a congressional committee in D.C. From 2009-2010, Jathan was deployed to Afghanistan as a civilian contractor where he served as the team lead of a new initiative, working with Joint Allied Forces. 
 
Jathan also served several years as the chair to the Iowa Academic Council on Military Education and as the Veterans Liaison for the Council of Colleges of Military Educators.  He has received recognition for his commitment to Veterans, including being named the 2016 Iowa Veteran Small Business Champion of the Year and receiving the 2016 M.J. Riggs Award for contributions and impact to the Iowa State University Memorial Union.
 
Jathan’s life experiences and personal challenges reintegrating into the civilian world following military service have provided him a unique perspective as he serves as a Veteran's advocate and continues to work toward creating a better environment for those who have served us all as society.   Along with his professional activities, Jathan is currently collaborating with others in developing models for self-sustainable farming and developing diverse ecosystems by restoring native prairie, oak savanna, and other native habitats on his farm through the help and management of a bison family herd.

Lieutenant Colonel (LTC) Philip Turner, Education Officer for the Iowa National Guard
LTC Turner is the Iowa National Guard’s chief, Education and Incentives Branch (EIB). The EIB team of nine Soldiers and Civilians administers multiple education and incentives benefit programs in support of Soldiers, Airmen, Veterans, and our Families. The EIB team authorizes the disbursement of earned state and federal benefit funds of over $12.6m per fiscal year, not including the GI Bill. With three combat deployments, 34+ years of service in uniform (14+ years enlisted!), he is passionate about discovering, promoting, and administering earned benefits which the American People have graciously provided. 

Becky Coady, Employer Support of the Guard and Reserve (ESGR)
Rebecca “Becky” Coady grew up in a rural Iowa farm community in NW Iowa. There she learned the value of hard work, compassion for others, and the value of relationships. She currently serves as the Vice President of the Association of Business and Industry (ABI) Foundation.

Becky has been with the ABI Foundation for almost 2 years. During that time she has built relationships with key business leaders. These relationships are vital to the success of 3 programs, Leadership Iowa, Business Horizons and Leadership Iowa University. 

As the Iowa ESGR Chair she is passionate for service members and their employers. It’s important to her that there is a balance between the two and both need continuous education on rights and responsibilities as defined in USERRA. 

Becky strives to lead by example. She earns the trust of our states’ stakeholders through her loyalty, duty, honor, respect, courage and commitment. These values are relatable and essential in developing and maintaining relationships with those currently serving, the ESGR volunteer force, businesses and programs across our state.

There is more to her than her professional life. Her husband Mark is her biggest advocate and supporter. They have been married for 28 years and have a daughter Ashlie (27) and son Dalton (24). She credits her husband Mark for her passion for service members and their families. 

Scott Silvay, Employment Specialist- Veterans Benefit Administration
Scott Silvay is a National Employment Coordinator for the Unites States Department of Veterans Affairs Vocational Rehabilitation Office in Des Moines, IA. In his current role Mr. Silvay is responsible for ensuring disabled veterans receive the skills, training and tools required to secure suitable, long-term employment in their chosen fields. Mr. Silvay works closely with VA Vocational Rehabilitation Counselors throughout 12 states in order to keep them abreast of evolving labor trends. Mr. Silvay also partners with private and public organizations to develop work opportunities for disabled veterans across multiple business lines.

Mr. Silvay served in the United States Army as a Military Policeman. His military career included tours in Germany, Saudi Arabia, Kuwait, Iraq, Cuba, Panama and Honduras.  He is a service-connected disabled veteran and is an alumnus of the Vocational Rehabilitation program. He is a graduate of South Brunswick High School (N.J) and received his Bachelor’s degree in Psychology from Upper Iowa University. Mr. Silvay and his wife Jennifer, an Air Force veteran, reside in Ankeny, IA with their 12-year old twins, Olivia and Luke.
